by director riskin or david chu or john -- more than half of the meeting voted for the chinatown extraction. then somehow the pagoda palace was cited as the preferred site. suddenly, it's like joel campos, the original developer of the site he was given permission for condos and restaurants and commercial space two or three years ago but we were told that he ran out of money. suddenly he was offered a two year lease, and for god sake a suppolmental eir renewing all its permits which have expired. 27 parking spaces for 19 condos, that would not be allowed now. all the push is for the pagoda theater. i insist all people want to stop at chinatown. to reform our payroll tax. that is an incentive not to create jobs. i know the board president david chu is working on possibility this there -- possibilities there. i look forward to working with him. we've targeted efforts to revitalize areas and bring industries here with the tax holiday and proposal introduced yesterday relating to parts of the tenderloin to provide some payroll tax relief to encourage businesses like twitter and others to go there. >> the governor has proposed eliminating funding for redevelopment agencies. what is your opinion of the plan? what are your thoughts on the value of redevelopment agencies? >> i think the plan is over- broad. i do not support it as it relates to san francisco's model of redevelopment. our redevelopment agency does tremendous work in san francisco. a lot of projects like treasure island and what is happening in hunters point, those kinds of projects would be difficult to achieve without redevelopment. a redevelopment agency is the largest source of affordable housing creation in the city. it has been a huge asset. i understand there are o

established by ordinance in june, 2010, it was sponsored by supervisor david chu, since the passage of the ordinance, a vacancy notice has been put on the board's website, since july, 2010, however, no members of the public has shown interest during the last two and a half years and no applications have been received to serve on the bore, so this task force we feel has not met the required standard to continue, they haven't had their first meeting, there are no plans to do so and with the blessing, we recommend to the full board that this be dissolved. the final item is the energy efficiency steering committee, it was established by an ordinance in april of 2010 sponsored by supervisor mar, since the massage of this ordinance, a vacancy notice has been posted on the board's website since may 11, 2010, no members of the public has shown interest during the two and a half year period and no applications have been received, there's been no public interest to apply for this committee and it has not had its first meeting, it's fallen below the required standard to continue, i would norma

's building in coy tower doesn't have again and that we set up -- i've been talking to david chu's office for setting up a citizen's advisory committee or some type of committee that can work with the art commission at rec and park to help manage these issues so that there is communications between the two departments and that we don't let our heritage fall in disrepair like what has happened, and since i've been talking to a lot of people, not many people have been inside the building and want to see inside the building, so maybe either rec and park or the zoo can have a little mini open house so that people can go in and see for themselves the current condition of the mother's building, and i think it's all more important to what happened to the zoo house, and thank you for your consideration. >> thank you. >> okay, we have time for one more under this part of the general public comment, it will be continued again near the end of the calendar, so this is our last speaker. >> how many speakers do we have. we're going to extend it, we have one more person at this. >> are you going to be s

they are nowhere to be found. i spoke with the regional vice president of starbuckss, a guy name david chu who said we don't want to be involved of we want to be neutral. we don't want to do anything more. we're neutral. we're staying out of it. doesn't sound like starbucks is particularly worried. it was just a question of ingress and egress. at this point the closest store to our truck location is 290 feet away. you have to cross a public street to get to a starbucks. yes, it's been 300', but as mr. kwong will tell you, it's just a factor that may be considered by dpw. there are lots of other factors that could be considered, including the fact that starbucks is a gigantic name-brand that people will go to no matter what. they have wi-fi and sell a full menu. in terms of like foods as my client has mentioned he make his living only with the sale of espresso drinks and coffee. if you look at the guidelines and this is what the city policy he was relying on when he submitted his application says that a coffee cart should not be considered like a diner. all of the people who have been speaking excep
